Site characterization and sampling

Environmental Site Assessments

We have completed more than 1,000 environmental assessments of properties in the northeast.  Environmental site assessments included industrial, commercial, residential and undeveloped properties.  Projects include interaction with local, state and federal regulatory agencies.  Projects include extensive site characterization, soil, groundwater and soil vapor testing, well installation and indoor air analyses.

Clients include a wide variety of lenders, developers and attorneys.  Properties include almost every imaginable size and type from undeveloped parcels, commercial, urban high rise, industrial and mixed use.  We have extensive experience in Connecticut and throughout the northeast and know both ASTM and AAI requirements for performing environmental assessments.

We are also experts with the nuances of the Connecticut Property Transfer Program and have prepared numerous Certification Forms and Environmental Condition Assessment Forms.  We have worked with clients from initial assessment through final LEP Verification.


Asbestos Inspection and Surveys

Turner has Licensed Asbestos Building Inspectors in Connecticut.  We have completed a number of pre-demolition asbestos inspections and Building O&M plans.


Remediation

We have extensive experience with conventional remediation technologies and have worked on a number of underground storage tank (UST) removal and soil remediation projects.  Projects range from small residential tanks to petroleum retailers with multiple large tanks.

Other remedial strategies have included soil vapor extraction, sparging and groundwater pump and treat systems at both petroleum and chlorinated solvent sites. Work has included pilot testing and remedial design including vehicle fuels, heating oil (No. 2 and No. 6), waste oils and chlorinated solvents (PCE, TCE). Familiar with the PCB regulations for investigation and remediation as specified in 40 CFR 761.


Regulatory Compliance

Our capabilities include assisting clients with environmental compliance issues including multimedia environmental permits and reporting requirements.  We have prepared Spill Prevention, Control and Countermeasure Plans and Storm Water Pollution Prevention Plans and prepared filings with the US EPA for Tier 2 and TRI Reporting.  Assisted clients with waste characterization and disposal requirements, spill reporting, Discharge Monitoring Reports and responses to permit violations and administrative orders.


Brownfields

Our firm has been active in redevelopment of former industrial sites for major retail development in Connecticut.  We have completed assessments and remediation on numerous industrial properties that were abandoned or under-utilized due to environmental issues to allow for redevelopment of “big box” commercial/retail operations.  We have worked for major developers of national home improvement centers and retailers.


Permitting

Turner Environmental brings over 25 years of experience in wastewater permitting.  We have assisted clients in obtaining and maintaining NPDES, SPDES (Pre-treatment), storm water, remediation and “General” permits.  In addition we are familiar with the Office of long island Sound Programs for Docks (4/40 permits) and COPs.

We have prepared applications and supporting documentation for all types of wastewater discharge permit programs.  Experience includes providing permit support such as preparation of sampling plans, preparation of Discharge Monitoring Reports, responses to NOVs and meetings with regulatory officials.

We have also prepared Spill Prevention Control and Countermeasure Plans, Storm Water Pollution Prevention Plans and Operations and Maintenance Plans.  In addition we have assisted clients with air emissions permits from fuel burning, painting and electroplating facilities, including Title V permits.

Our clients include manufacturers including metal finishers, casting facilities, plating, plastic injection molding, steam-electric generator and cogeneration facilities to name a few.

UST Removal

Hartford Steam Company

Hartford, CT
Permitting, Compliance, Training and Consulting

NPDES Permitting for a 60MM gpd non-contact cooling water discharge for a District Heating and Cooling System that serves 17MM square feet of downtown offices in multiple buildings. Obtained permits (NPDES, SPDES and various General Permits) for cogeneration facility and District Heating and Cooling facility, oversaw Toxicity Identification Evaluation, obtained general permits for multiple discharges at six different facilities throughout the city and prepared multi-facility SPCC plan and provided SPCC training to operational staff and management. Consultant for this client for over twenty years.


Dexter Non-Wovens Cogeneration Facility

Windsor Locks, CT

Project Scientist for wastewater permitting for a 46 MW cogeneration facility including NPDES and SPDES permits for cooling water and neutralization tank discharges.. Work included fish impingement and entrainment studies, thermal plume evaluation, aquatic toxicity testing and SPCC Plan Preparation. This work was initiated while Dexter nonwovens was under scrutiny for violation of multiple violations of the Clean Water Act.

Site Characterization, Engineered Control, ELUR and LEP Verification

Site Assessment and LEP Services: Performed Phase I and Phase II Environmental Site Assessment of mufti-parcel industrial park located on a property formerly occupied by a bulk storage petroleum facility. Prepared CT Property Transfer Certifications and Environmental Condition Assessment (ECAF) forms on behalf of the buyer. Work included design and implementation of an engineered control for shallow soil contamination including DEEP approval. Performed groundwater compliance and post remedial groundwater monitoring. Verification report submitted to CT DEEP 2011. No Audit Letter received 2012.


Site Assessment and Characterization

Darien, CT
Site Assessment, Characterization and Tank Removal and Soil Remediation

Project Management and LEP: Completed Phase I and Phase II environmental site assessments on two abutting parcels including a former dry cleaner and a long undeveloped parcel (historically occupied by a restaurant and vehicle service operations) in Downtown Darien. Prepared Property Transfer Forms and ECAF for the buyer. Assisted developer with all environmental aspects of the project including meetings for local approval, permits for dewatering contaminated groundwater, remediation of PCE impacted soil during construction and removal and soil remediation for multiple underground tanks. A new 20,000 SF multi-use building was constructed in 2008. Groundwater monitoring network installed to perform groundwater compliance and post-remedial monitoring.

Project Manger/LEP: Completed Phase II and Phase III site assessment of former jewelry manufacturer. Completed closure assessment of hazardous waste storage area with DEP approval and assisted buyer with Property transfer Filings. Groundwater compliance monitoring completed and Verification report submitted to CT DEEP 2012. No Audit Letter received 2012.

Project Consultant/LEP: Provided LEP services to client and developer for site characterization, former Anchor Glass facility including asbestos surveys, site characterization guidance, regulatory negotiations solid/hazardous waste characterization and limited remedial assistance. Project included demolition of approximately one million SF manufacturing and warehouse facility, site characterizations including evaluation of landfill area, characterization of solid waste and limited remedial actions involving dewatering and contaminated soil excavation associated with a “fire pond” prior to redevelopment of the site as a shopping center.

Frequently Asked Questions

Who should perform an Environmental Site Assessment?

ESAs are often required by lenders, but anyone purchasing a property, entering or exiting a lease and/or changes of ownership of a business operating on a property are also reasons you should perform an assessment – to understand the environmental liabilities associated with a site.


 

What is involved in a Phase I Assessment?

Phase I assessments evaluate the current and former uses of a property and determine the environmental risks associated with the property and surrounding area.  A Phase I includes reviewing all available information regarding current and former environmental activities, ownership, and use of petroleum and potentially hazardous materials on a property as well as risks that may be posed by other nearby properties.  It includes a site inspection and extensive reviews of municipal and environmental records, maps and other ascertainable information on the property.  While Phase Is evaluate risks, no sampling is typically performed at this phase.  If risks are identified soil and groundwater testing for contaminants is often recommended.


 

Do I need a consultant?

Environmental work is very specialized, your lender or attorney will often advise you to use a professional to objectively evaluate risks associated with a property prior to purchase.  This is sound advice.  It is better to know about environmental problems at the front end of a deal rather than finding out too late you are responsible for an environmental clean-up.

Consultants can usually determine what the potential issues are early in the process and evaluate potential costs to stay in compliance with environmental regulations.
