Hartford Steam Company

Hartford, CT
Permitting, Compliance, Training and Consulting

NPDES Permitting for a 60MM gpd non-contact cooling water discharge for a District Heating and Cooling System that serves 17MM square feet of downtown offices in multiple buildings. Obtained permits (NPDES, SPDES and various General Permits) for cogeneration facility and District Heating and Cooling facility, oversaw Toxicity Identification Evaluation, obtained general permits for multiple discharges at six different facilities throughout the city and prepared multi-facility SPCC plan and provided SPCC training to operational staff and management. Consultant for this client for over twenty years.


Dexter Non-Wovens Cogeneration Facility

Windsor Locks, CT

Project Scientist for wastewater permitting for a 46 MW cogeneration facility including NPDES and SPDES permits for cooling water and neutralization tank discharges.. Work included fish impingement and entrainment studies, thermal plume evaluation, aquatic toxicity testing and SPCC Plan Preparation. This work was initiated while Dexter nonwovens was under scrutiny for violation of multiple violations of the Clean Water Act.

Site Characterization, Engineered Control, ELUR and LEP Verification

Site Assessment and LEP Services: Performed Phase I and Phase II Environmental Site Assessment of mufti-parcel industrial park located on a property formerly occupied by a bulk storage petroleum facility. Prepared CT Property Transfer Certifications and Environmental Condition Assessment (ECAF) forms on behalf of the buyer. Work included design and implementation of an engineered control for shallow soil contamination including DEEP approval. Performed groundwater compliance and post remedial groundwater monitoring. Verification report submitted to CT DEEP 2011. No Audit Letter received 2012.


Site Assessment and Characterization

Darien, CT
Site Assessment, Characterization and Tank Removal and Soil Remediation

Project Management and LEP: Completed Phase I and Phase II environmental site assessments on two abutting parcels including a former dry cleaner and a long undeveloped parcel (historically occupied by a restaurant and vehicle service operations) in Downtown Darien. Prepared Property Transfer Forms and ECAF for the buyer. Assisted developer with all environmental aspects of the project including meetings for local approval, permits for dewatering contaminated groundwater, remediation of PCE impacted soil during construction and removal and soil remediation for multiple underground tanks. A new 20,000 SF multi-use building was constructed in 2008. Groundwater monitoring network installed to perform groundwater compliance and post-remedial monitoring.

Phase II and Phase III Site Assessments, Regional Growth Partnership

Project Manger/LEP: Completed Phase II and Phase III site assessment of former jewelry manufacturer. Completed closure assessment of hazardous waste storage area with DEP approval and assisted buyer with Property transfer Filings. Groundwater compliance monitoring completed and Verification report submitted to CT DEEP 2012. No Audit Letter received 2012.

Project Manager/LEP: Performed phase I/II environmental assessments of multiple automobile dealerships, body shops and vehicle service facilities for owners. Assessments included UST compliance and wastewater permitting for vehicle service/vehicle washing discharges.

LEP Services, Regulatory Negotiations, Site Characterizations and Remedial Actions

Project Consultant/LEP: Provided LEP services to client and developer for site characterization, former Anchor Glass facility including asbestos surveys, site characterization guidance, regulatory negotiations solid/hazardous waste characterization and limited remedial assistance. Project included demolition of approximately one million SF manufacturing and warehouse facility, site characterizations including evaluation of landfill area, characterization of solid waste and limited remedial actions involving dewatering and contaminated soil excavation associated with a “fire pond” prior to redevelopment of the site as a shopping center.

Project Consultant/LEP: Performed Phase I and Phase II Environmental Site Assessment of Berol Pencil facility. Provided LEP services to client and developer for site characterization guidance, phase II assessment and remedial oversight. Project included demolition of former manufacturing facility, evaluation of major petroleum UST release and oversight of contaminated soil excavation including free product recovery prior to site redevelopment as a shopping center.
